As President of Houston Community College System (HCC) Southeast College, Dr. Frances Villagran-
Glover brings more than 25 years of education and workforce development expertise to her role. Her
career spans six states, encompassing K-12, community colleges, and national higher education
associations, with a particular focus on aligning education with workforce needs.

A first-generation college graduate, Dr. Villagran-Glover has dedicated her career to educational equity
and opportunity. She has championed workforce initiatives throughout her career, from managing
national technology workforce grants serving underrepresented populations to developing strategic
business partnerships that expanded student career opportunities.

Dr. Villagran-Glover has contributed to national policy initiatives focused on removing barriers to
student success, particularly addressing basic student needs. Her current service on community boards,
including SER Jobs for Progress and the Baker Ripley Advisory Council, reflects her dedication to creating
employment opportunities and fostering community engagement.

Dr. Villagran-Glover has garnered significant recognition, being named among the Top 50 Women
Leaders of Houston for 2025 and selected for the prestigious 2022-23 Aspen New Presidents Fellowship.
As a 2023-2024 American Leadership Forum fellow, she actively contributes to community leadership
development. Her service extends to multiple board positions, including the National Community
College Hispanic Council (NCCHC) and Texas Executive Women (TEW), while she remains engaged as a
Leadership Houston alumna. In her professional capacity, she represents Houston Community College in
Excelencia in Education's Presidents for Student Success initiative, championing educational excellence
for Hispanic students.

Dr. Villagran-Glover holds a B.S. in Community Health Education from Texas A&M University, an M.Ed. in
Educational Leadership from Northern Arizona University, and a Doctor of Education in Community
College Leadership from George Mason University.

A native Texan, she is married to Robert Glover, Retired USMC Lt. Colonel. While proud of her
professional accomplishments, she considers her role as mother to seven children and grandmother to
five her most cherished titles. She enjoys hiking, traveling, and community volunteering.
Dr. Villagran-Glover lives by the motto: "Find a way or make one," reflecting her proactive approach to
overcoming challenges and driving positive workforce and educational change.
